Any e-Governance solution should be focused on better implementation to overcome the old clerical work culture. Even if an application is user friendly and efficient, its not sure that it will be successful due to the prevailing mindsets of the government employees. For this reason, there is always big need for the better implementation plan to motivate the will of employees to use the new system and revolutionize the existing system.
